Mayor of Otari (Osef Menhemis) is the town's civic leader and a local patriarch whose name is rendered inconsistently in transcripts (Menhem, Mandhem, Menhams, Osef, and others). He first appears in [S5] when he arrives at the library in the wake of an undead attack, hires the party to explore below the keep at 50 gold apiece, and offers lodging at his manor along with the town's backing. He is not universally respected — the local blacksmith distrusts him, claiming he holds office only on the strength of his family name [S9]. As the campaign progresses, Menhemis proves to be more than a civic figurehead. He also runs the town lumber mill in the afternoons [S29] and is tied to the McLani family through marriage. He holds an heirloom sword in trust for the town and refused to sell it to Carman [S20]. When the party requires access to the Huntress's tomb, he reveals that he is a descendant of A Sephna, personally documented the Rose Guard lore, and agrees to lend a holy symbol and secure the Rosary Argentis in exchange for the relics being returned [S29]. He accompanies the party into the crypt, reveals the family secret of Tarnak and the Unguent of Timelessness, and is visibly shaken when the ancestral tombs are found empty [S30]. During the crisis that follows he leaves to summon reinforcements and returns leading a troop of priests [S31], then in the aftermath tells Veve she may need the dropped guardian staff in her future adventures [S32]. After the crypt arc, Menhemis continues as a steady patron. He funds roughly 500 gold toward Venris's automailic prosthetic arm from the lumber company and provides a sealed letter of introduction to Kaixyan at the Anathenium [S33]. Venris later returns recovered relics and donates 300 gold toward the town's repairs as a gesture of thanks [S36]. In [S39] the manor is in a tense state — Osef and his wife stayed up all night with a sick daughter and are resting when the party inquires. This family crisis deepens in [S49], when Osef and his wife call the party in desperation over their daughter Doriana's curse, keeping a recovered Leng ruby as repayment. As of [S50], the Menhemis estate — a self-built mansion with servants and a courtyard — is a recurring site of treatment and care for Doriana.
