The prison cells / war-cache is a room of barred cells deep within the vault. When the party first encountered the area [S43], the first two cells were empty and quiet, while the third contained popping flesh-heap creatures. The party read the space as a Seugathi prison — a holding area where captives were kept and experimented on to produce gladiator fodder. Looting the area turned up a copper key. By [S61], the character of the location had shifted entirely. The cells stood open, no longer functioning as a prison, and the hall had been repurposed as a war-cache positioned off the forge. It was stocked with pitch, lantern oil, fuse cord, flint and steel, and hundreds of arrows — materiel staged for an anticipated assault on Otari. A locked storeroom within the hall, openable with the Zebub's key, held the most valuable contents: explosives. As of [S61], the cells serve as a forward supply depot rather than a place of confinement, reflecting the vault's escalating preparation for open conflict with the surface town.
