In S42 the mechanic is confirmed still active and consistent: Venris uses the premonition reaction before initiative, allies gain the +2 bonus and temporary HP scaled to his level, and the curse-bound counter advances [S42, 02:00:44]. As of S42, Oracular Warning remains a reliable pre-combat buff the oracle deploys at the start of most encounters, its upside tempered by steady curse-bound accumulation.
